general stamp collecting discussions

I was reading through an old article by J. J. Danielski "WWII Lithuanian censors Markings - A Study", Lietuva Biuletenis, Nr. 1 (212), 1992 where he summarized by stating there is a need to further this study of Ẑ markings both hand stamped and hand written.

I was wondering if this subject ever came up again with more info or another study undertaken? He had summarized with the limited data available to him at that time that such censorship marking occurred on mail coming/going from abroad only; aside from his study on intern camp mail.

What I would like to understand is what criteria was used to decide which mail was to be annotated with the Z, D, U, L and P hand written markings as I can not see a trend within the items I own. Date/Destination: Country/town has no obvious pattern. For instance many postcards sent from Vilnius to Warschau have markings which would be understandable under wartime conditions, yet many do not.
